This is a retroactive funding to Polkadot Blockchain Academy (PBA) for its third wave, held at UC Berkeley in partnership with the Berkeley RDI center from July 10th to August 10th, 2023. The program educated 75 students, including 55 in the developer track and 20 in the founders track pilot.

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.
